first you do a cut out of your picture where its just you with mini squares behind the picture, and then duplicate your picture right behind the first picture and drag it out of proportion. add a layer mask and a filter with mask and then take a light brush with maximum blowing power and tap back the visibility of the picture doing this gave you an effect of a blurred picture and disoriented, carry on brushing out your picture until your happy with the effect and then add the first layer onto the effect which leaves you with a blurred effect behind your first picture. you can add a white background to make the picture appealing. then add some vibrant colors to make the picture brighter. finally you can highlight the picture with vibrant colors to make it your own.
